Beneath the American flag, which hung from the ceiling of the rotunda of Cleveland City Hall, Mayor Frank Jackson spoke on the importance of history of black Americans.

“Part of knowing who you are is where you’ve been,” said the city’s chief executive. “And knowing that, it really undergirds the needs to make the right decisions going forward.”
