Gov. Ted Strickland’s education reform plan mandates the move to free all-day kindergarten this fall, though parents can still opt for the traditional half-day program.

A majority of districts, including many of the big urbans, already offer the full-day schedule. But many of those who don’t have it or who charge tuition for it say they can’t afford to hire more teachers and add classroom space.
