Cleveland police were involved in a standoff for two hours Thursday morning with a woman who was also holding a 13-year-old girl hostage.

Police said that the woman was inside her apartment building at East 103rd Street and Eliot Avenue around 1 a.m. arguing with another woman who was outside in the parking lot. During the argument the woman inside the building fired five shots at the woman outside.

The woman outside that was being shot at was not injured.

Once police arrived the woman barricaded herself inside an apartment with the 13-year-old girl.

Around 3 a.m. the woman called police and said she would surrender to a female officer but police refused and told her to surrender to the SWAT officers that had surrounded the area.

The woman surrendered to the SWAT officers peacefully just after she made the phone call.
