Some residents living in Cleveland’s Ward 16 and even some council members aren’t satisfied with the city charter allowing outgoing council members to appoint their replacements.

Some residents and council members believe constituents should have more input into the process, and not be subjected to “unit rule” requiring all members vote with the majority and accept the outgoing members recommendation for his or her replacement.

On Jan. 5, Brian Kazy was sworn-in as Cleveland’s Ward 16 council member after he was recommended by outgoing council member Martin Sweeney.

Sweeney vacated his council seat after he was elected last November to serve in the Ohio House.
