While the document calls for improving community engagement, increasing accountability, transparency and oversight, here are three big things the agreement would change:

1) Cleveland police won’t be able to hit people over the head with guns, except when lethal force is justified.

The federal government discovered a Cleveland officer, in plain clothes, struck a man they call “Eric” on the head with a gun, and the firearm went off.

“If you get outside of the box, it’s on you,” said Mayor Frank Jackson at an afternoon press conference.
