The City of Cleveland will announce Thursday the selection of an independent monitor to report on the progress of the city’s settlement with the Department of Justice.We reported earlier this week that the estimated cost of implementing the requirements  will start at $13.2 million in 2016 and at least $8 million a year following for five years.

The U.S. Attorney for the Northern District of Ohio released extensive, but redacted, proposals from 23 applicants vying to be appointed to the position of independent monitor and oversee widespread reforms agreed to by the City of Cleveland and the U.S. Department of Justice.

The applicants include law firms from across the country as well as several with Cleveland ties, including Baker Hostetler, LLP; Jones Day; Cleveland attorney Patrick M. McLaughlin; the Katz Group directed by Case Western Reserve University Law Professor Lewis R. Katz and Cleveland native and attorney Seth Rosenthal who serves as a partner in the law firm Venable LLP.
