Lori Jarman, of Cleveland, is worried about how she’ll keep the heat and electricity on at her home for her nine children. Lori said she lost her job in August, and has been unable to find employment.  

Lori said her only choice was to wait in line at Cleveland’s Consumer Protection Association for more than five hours, starting at 3 in the morning, hoping she could apply for help with her utility bills.
