A bipartisan deal to expand background checks for gun sales has been reached in the Senate, according to two Senate aides with knowledge of the negotiations.

The compromise negotiated by Democratic Sen. Joe Manchin (W.Va.) and Republican Sen. Pat Toomey (Pa.) is expected to be introduced Thursday as an amendment to a Senate gun control bill that Majority Leader Harry Reid (D-Nev.) filed for cloture Tuesday night.

Toomey and Manchin have scheduled a press conference to discuss the deal Wednesday morning at 11 a.m.

As The Huffington Post’s Sam Stein reported Tuesday, the deal would require background checks for nearly all commercial gun sales, including online purchases, with exemptions for sales between family members as well as a provision to exempt short-term transfers between hunters.

Records of the background checks would be kept by the licensed dealer who performed the check, though it remained unclear Wednesday morning exactly what limits would be placed on the information. A fact sheet reportedly distributed to some gun control advocacy groups said, “The dealer – not the government – will keep a sales record, just as they’ve been doing for 40 years.”
