More than 40 percent of Ohio’s third graders could have to repeat third grade next year.
The law is called the “third grade reading guarantee,” meaning if public school students don’t get a high enough reading score, they might not move up to fourth grade.
Districts could be faced with much larger third grade classes, be forced to hire more teachers and and provide intervention classes — all costly.
But studies show if kids struggle with reading in third grade, they are four times more likely to drop out of school. That is costly, too.
Ohio third graders will take the reading test again in the next few months, and, if they don’t receive a 392 or higher on the reading portion, they could be held back.
There are exceptions for some students who are just learning English, in special education classes or who have had reading help before.
